Blairgowrie Holiday Park

Coastal Cabins, Delivered Two Ways

Todd Devine Homes partnered with Moonah Tree Capital to deliver the first stage of new holiday accommodation at Blairgowrie Holiday Park on Victoria’s Mornington Peninsula.

Located approximately 500 metres from the beach, the project combines onsite and offsite construction to respond to a heavily treed site, tight access and crane constraints.

Built for the Site

Blairgowrie Holiday Park required a delivery approach tailored to the realities of the site.

Rather than applying one construction method across the entire project, Todd Devine Homes used a combination of onsite and offsite construction to work around access constraints, existing trees and limited crane movement.

One cabin was constructed onsite, while three were manufactured at our facility before being transported to Blairgowrie for installation.

This hybrid approach allowed the project to maintain quality and delivery momentum while respecting the physical constraints of an established coastal holiday park.

Four Cabins. Two Construction Methods.

The first stage includes four new cabins, delivered through two different construction pathways.

1 Onsite Cabin

One cabin was constructed directly within the park, allowing Todd Devine Homes to respond to areas where transport and crane access were more restricted.

3 Offsite Cabins

Three cabins were constructed within our controlled facility, where framing, services, fit-off and finishing could progress before the homes were transported to site.

Once complete, the cabins were delivered to Blairgowrie and craned into position.

The result is one coordinated project delivered through the construction method best suited to each part of the site.

Manufactured at Our Construction Facility

The three offsite cabins were built within Todd Devine Homes’ controlled manufacturing facility.

Offsite construction allowed the homes to progress through multiple build stages away from the operational holiday park, helping reduce onsite disruption and improve delivery certainty.

Within the facility, Todd Devine Homes could closely manage:

  • framing and structural works
  • electrical and plumbing services
  • internal fit-off
  • finishes
  • quality assurance
  • final preparation for transport

By completing much of the construction before the cabins reached Blairgowrie, onsite activity could be focused on installation, connection and final completion.

Complex Logistics, Carefully Coordinated

Transporting completed cabins into an established coastal park required detailed planning.

The delivery program involved moving the offsite-built cabins from Lang Lang to Blairgowrie before coordinating crane installation within a site constrained by existing trees, park infrastructure and access conditions.

The cabins were transported overnight before being positioned onsite for crane installation.

This required close coordination between Todd Devine Homes, transport teams, crane operators and the client to ensure each cabin could move safely from the manufacturing facility to its final position.

Our Expertise

Hybrid Construction

Blairgowrie demonstrates Todd Devine Homes’ ability to combine onsite and offsite construction within the same development.

Rather than allowing the construction method to dictate the project, the delivery model was selected around the site.

This flexibility helps Todd Devine Homes respond to access, infrastructure, environmental and logistical constraints while maintaining a consistent final outcome.

Holiday Park Experience

Todd Devine Homes has more than 30 years of experience delivering modular, transportable and holiday accommodation.

That experience helps us understand the unique requirements of operational holiday parks, where construction must consider guest access, existing facilities, landscaping, transport limitations and the need to minimise disruption.

Controlled Manufacturing

Building offsite creates a more controlled construction environment, helping improve consistency, sequencing and quality assurance.

It also allows significant portions of the build to be completed away from the park before installation.

Transport and Installation

Todd Devine Homes manages the transition from facility-built home to completed onsite cabin as one coordinated delivery pathway.

This includes transport planning, crane coordination, site access, installation and final connections.

Low-Maintenance Design

Holiday park accommodation must be durable, easy to maintain and suited to frequent guest use.

Materials, finishes and building systems are selected with long-term performance and operational practicality in mind.

Designed for Coastal Holiday Living

The new cabins form part of the ongoing evolution of Blairgowrie Holiday Park into a premium coastal holiday destination.

The homes are designed around relaxed, low-maintenance holiday living, giving families a comfortable base close to the Mornington Peninsula coastline.

For the operator, the project combines quality accommodation with a delivery model designed to minimise disruption and help new cabins become operational sooner.

Why Offsite Construction Worked

The offsite component of the Blairgowrie project provided several advantages.

By constructing three of the four cabins at their construction facility, Todd Devine Homes was able to move significant construction activity away from the operational park.

This helped provide:

  • greater quality control
  • reduced onsite construction activity
  • improved delivery certainty
  • less exposure to weather delays
  • more predictable sequencing
  • reduced disruption for the park
  • faster installation once homes arrived onsite

The project demonstrates how offsite construction can be particularly valuable in live tourism and holiday park environments.

Why Onsite Construction Still Mattered

Offsite construction was not the right solution for every cabin.

For one location within the park, onsite construction provided the better outcome due to site access and logistical constraints.

This is an important part of the Blairgowrie story.

Todd Devine Homes does not apply modular construction simply because it is available. The construction method is selected based on the site, access conditions, project objectives and best delivery outcome.

That flexibility is what allowed the project to succeed as one integrated program.

Working Within an Operational Holiday Park

Construction inside an existing holiday park requires a different level of planning from a vacant development site.

Access routes, existing cabins, landscaping, trees, services and ongoing park operations all need to be considered throughout the build.

For Blairgowrie, this meant coordinating manufacturing, site works, transport and installation around the existing environment rather than treating the park as a blank construction site.

This approach helps reduce disruption while protecting the character and operation of the destination.

Did You Know?

Three of the Blairgowrie cabins arrived onsite largely complete.

They had already progressed through framing, services, internal fit-off, finishes and quality checks at Todd Devine Homes’ Lang Lang facility before being transported to the Mornington Peninsula.

Once onsite, the focus shifted to positioning, installation, service connections and final completion.

The fourth cabin followed a different path, being constructed directly within the park.

Four cabins. Two construction methods. One coordinated delivery program.

What Blairgowrie Demonstrates

The Site Should Determine the Construction Method

Every project presents different constraints.

At Blairgowrie, a hybrid construction model provided the best way to respond to tight access, tree coverage and crane limitations.

The project reinforces Todd Devine Homes’s approach of selecting the construction method around the site rather than forcing the site to suit the construction method.

Offsite Construction Can Reduce Disruption

Completing major stages of construction away from an operational park reduces the amount of trade activity required onsite.

For tourism operators, this can help protect the guest experience while new accommodation is being delivered.

Logistics Are Part of the Build

A transportable home is not complete when it leaves the facility.

Transport routes, access, crane positioning, service connections and installation all need to be planned as part of the construction program.

Blairgowrie demonstrates Todd Devine Homes ability to manage this entire process as one coordinated delivery.

Flexibility Creates Better Outcomes

The project shows the value of having capability across both onsite and offsite construction.

Because Todd Devine Homes can deliver through multiple construction methods, the team can adapt the build strategy around project conditions without compromising the overall design intent or quality.

From Lang Lang to Blairgowrie

The journey of the three offsite cabins began at Todd Devine Homes’ Lang Lang facility, where they were constructed in a controlled environment before being prepared for transport.

From there, the cabins travelled to the Mornington Peninsula and were carefully installed within the existing holiday park.

Combined with the cabin constructed onsite, the project demonstrates how different delivery methods can work together to achieve one cohesive result.

For Blairgowrie Holiday Park, the outcome is four new coastal cabins delivered through a construction strategy designed around the site, the operator and the future guest experience.
