Building More Than Homes
Todd Devine Homes is proud to partner with Kids Under Cover to deliver purpose-built modular housing that gives young people at risk of homelessness, including those transitioning from out-of-home care, a safe and stable place to call home.
Our work together demonstrates what is possible when modular construction, social impact and thoughtful design come together.
At Todd Devine Homes, we believe great building goes beyond bricks and mortar. It creates the foundation for stability, opportunity and long-term change.
Our partnership with Kids Under Cover began with the delivery of a single backyard studio and has since grown into larger-scale modular housing programs designed to support young people at a critical stage in their lives.
Together, we are helping create safe, secure housing environments where young people can focus on education, employment, life skills and building greater independence.
Each home is constructed with the same attention to quality, durability and detail as every Todd Devine home.

Village 21 represents an important evolution of our partnership with Kids Under Cover.
Todd Devine Homes delivered six custom-designed modular homes, together with an interlinking deck that creates a shared sense of community and connection.
The homes were manufactured at our Lang Lang facility before being transported and installed in Bairnsdale, demonstrating the flexibility and efficiency of modular construction for social and community housing.
The Village 21 model provides safe, supported accommodation for six young people at a time, with residents able to remain within the program for up to three years while building the skills, confidence and stability required for greater independence.
The program also combines housing with mentoring, support services and pathways into education and employment.

Following the Bairnsdale delivery, Todd Devine Homes has rebuilt the same six-home modular model for Kids Under Cover’s Shepparton site.
Replicating the established model demonstrates one of the key advantages of modular construction. Once a successful housing solution has been developed, it can be reproduced efficiently across new communities while maintaining consistent design, quality and delivery standards.
The Shepparton project also reflects the continued growth of the Todd Devine Homes and Kids Under Cover partnership, moving from an initial single studio to repeatable multi-home supported housing programs across Victoria.
With further locations currently in the pipeline, the model provides a proven foundation for continued expansion.
The Kids Under Cover homes are constructed within Todd Devine Homes’ controlled manufacturing facility.
Our end-to-end delivery model allows multiple stages of construction to occur concurrently, helping improve quality control, scheduling and delivery certainty.
From design and drafting through to framing, services, fit-off, finishing, transport and installation, each project is managed through one coordinated delivery pathway.
This approach provides Kids Under Cover with:
Each home is designed around the specific requirements of Kids Under Cover and its supported housing model.
Rather than applying a standard residential product, Todd Devine Homes works with project partners to translate custom plans into efficient, durable modular homes that can be manufactured offsite and installed as a coordinated village.
The successful replication of the model from Bairnsdale to Shepparton also demonstrates the flexibility of the design across different sites and communities.
Todd Devine Homes manages design development, drafting, manufacturing, transport, installation and handover through one integrated delivery model.
This reduces duplication between contractors and creates greater control over quality, sequencing and timelines.
Building within our Lang Lang facility allows construction to progress in a controlled environment, reducing exposure to weather delays and improving consistency across multiple homes.
For programs requiring several dwellings at once, modules can progress through different construction stages concurrently to support faster overall delivery.
The homes are designed around durability and ease of maintenance, helping reduce the ongoing operational burden for community and support organisations.
Materials, finishes and construction systems are selected with long-term performance in mind.
The Village 21 model is designed as more than a collection of individual dwellings.
Six homes are brought together within a supportive village environment, helping create opportunities for connection while still giving each resident a safe, private place of their own.

The Kids Under Cover program has been made possible through collaboration between organisations with a shared commitment to improving outcomes for young people.
For Village 21 Bairnsdale, project partners included:
The program has been developed with a strong focus on culturally safe, inclusive and community-led support, including collaboration with local community organisations.
This partnership model combines housing, community knowledge and specialist youth support to create an environment designed around long-term outcomes rather than accommodation alone.
The Village 21 model supports young people aged approximately 18 to 21 who are transitioning from out-of-home care and may otherwise face an increased risk of housing instability or homelessness.
Providing secure accommodation at this stage can help young people stay connected to education, seek employment, develop practical life skills and build stronger foundations for adulthood.
The aim is not simply to provide somewhere to live.
It is to create the stability required for young people to plan what comes next.
The Todd Devine Homes and Kids Under Cover relationship began with the delivery of a single backyard studio.
That collaboration has since evolved into the delivery of a complete six-home modular village in Bairnsdale, followed by the replication of the same model in Shepparton, with additional locations now in the pipeline.
This progression demonstrates how a proven modular construction solution can be refined, repeated and scaled to respond to housing needs across different communities.
It also reflects a shared commitment between Todd Devine Homes and Kids Under Cover to continually improve how safe, high-quality supported housing can be delivered for young people.
Modular construction offers several important advantages for community and supported housing projects.
Homes can be constructed in a controlled environment while civil works and site preparation progress separately, allowing project stages to overlap and helping reduce the overall delivery program.
Once completed, modules can be transported to site and installed with significantly less onsite construction activity than a traditional build.
For repeat programs such as Bairnsdale and Shepparton, an established modular design can also be carried into future locations while still allowing for site-specific requirements.
This can mean:
Six young people at a time are provided with quality, stable accommodation designed to give them a secure base during an important period of transition.
Residents can receive supported housing for up to three years, giving them time to establish greater independence while remaining connected to mentoring and support.
Safe housing provides the foundation from which young people can focus on study, employment, life skills and their future.
The Village 21 model combines a secure home with wraparound support, recognising that housing stability and personal opportunity are closely connected.
The village model creates a balance between independence and connection.
Residents have their own home while remaining part of a wider supportive environment, including access to mentors and dedicated support services.
The delivery of the model in both Bairnsdale and Shepparton, with further locations in the pipeline, demonstrates how modular construction can support meaningful social outcomes at scale.
By manufacturing multiple dwellings concurrently in a controlled environment and applying an established design across different locations, Todd Devine Homes can support repeatable housing programs with greater speed, consistency and delivery certainty.

For Todd Devine Homes, the Kids Under Cover partnership demonstrates the broader role construction can play in supporting communities.
The same manufacturing systems, design capability and construction expertise used across our residential and large-scale development work can also be applied to projects that deliver meaningful social impact.
From one backyard studio to six-home villages in Bairnsdale and Shepparton, with more locations to come, the partnership demonstrates how a successful housing model can grow into a repeatable solution.
The result is more than a modular home.
It is a safe place to live, a foundation for independence and an opportunity for a young person to build their future.
