Award-winning builder

Who we are
Whether it’s an ageing parent who needs to be nearby, an adult child returning home, or a family member who needs extra support, a second dwelling on your block changes everything. We’ve helped hundreds of Victorian families make it happen.
Your loved one has their own front door, their own kitchen, their own space, but you're just a backyard away. The best of both worlds.
Granny flats start from $120,300. Compare that to aged care fees or a separate property purchase. A second dwelling on your block is simply smarter financially.
From feasibility and planning permits to council approval and building permits, we manage it all.You focus on the family, we handle the paperwork.
Our granny flats are designed to fit within Victoria's 60sqm SSD regulations. No guesswork. We use satellite imaging to assess your block before you commit.
Once approvals are in place, construction of a granny flat typically takes 16–18 weeks. Fast, quality builds, so the wait isn't as long as you'd expect.
Todd Devine Homes has been building quality homes in Victoria since 1990. Over 10,000 homes delivered. You're in safe hands.

Understanding the Rules
In Victoria, small second dwellings can be up to 60sqm and can be used for family, guests, or rental. Here’s what you need to know before you start.
Anyone: a family member, a dependent person, or an unrelated individual. There are no restrictions on who occupies a granny flat on your property.
Every granny flat includes a kitchen, bathroom with shower, laundry and toilet, plus a 7-star energy rating as standard. All the essentials for truly independent living, built to run efficiently from day one.
Not always. It depends on your property. Zoning, overlays, easements and setbacks all play a role. Share your address with us and we’ll do a free initial feasibility check.
All roofed areas count toward the 60sqm, including verandahs and covered decks. Our team will help you understand which design fits within the limit for your block.

Common questions
In many cases, yes, but it depends on your property’s zoning, overlays, easements and setbacks. Share your address with us and our team will complete a free initial feasibility review within 48 hours.
Not always. If your property is in a standard residential zone with no special overlays, you may be able to proceed without one. If a permit is required, we handle the entire application process for you.
Best case, where no planning permit is needed, is around 8 months from accepting your quote to key handover. If a planning permit is required, allow 12 months or more. We’ll give you a clear timeline from the start.
Absolutely. Anyone can live in or rent out a small second dwelling: family, dependent, or unrelated tenant. It’s a genuinely flexible asset on your property.
Four of our granny flat designs are on display at our Bayswater village: The Melaleuca, The Myrtle, The Bells and The Chestnut. No appointment needed. Open Monday to Saturday, 10am–4pm.
